I've been using wp for quite a while now and just looked at the schedule function today. I find it best if you post your material around 3-6pm central time. People fool around online most then and plus aggregator sites have a good amount of time to get your posts. I find it's worked the best for me. Anyways, I wasn't sure if military or another time was used. I assumed civilian, but I think we all know assuming isn't what you do when dealing with web-design/production.
